Spurs went into the game needing to match Inter Milan's result against PSV in Group B to extend their Champions League campaign into the New Year and they did just that as Moura's late strike cancelled out Ousmane Dembele's fine opener.
With the likes of Luis Suarez and Lionel Messi rested, Dembele took it upon himself to provide Barca's creative spark as he broke the deadlock with a fine solo goal.
Kyle Walker-Peters, making his champions League debut, was robbed by the Frenchman on halfway and Dembele proceeded to surge past the youngster before coolly chopping inside a sliding Harry Winks and firing low beyond Hugo Lloris to open the scoring.
Whilst Barca dominated the ball early on, Spurs grew into the game and really ought to have drawn level when Son Heung-Min was thwarted by Jasper Cillessen after being put in one-on-one.
Keen to punish that lack of ruthlessness it was Barca who were next to threaten, Philippe Coutinho hitting the outside of the far post with a low curler after wriggling away form a couple of challenges down the left.
Spurs improved yet further after the break with Harry Kane and Christian Eriksen much more involved, though there was also a warning from the hosts as Munir saw a goal correctly chalked off for offside.
With Inter and PSV drawing in Milan, Spurs knew they needed a goal, but it looked like a string of impressive saves from Cillessen would leave them frustrated, with the Dutchman doing brilliantly to deny Eriksen's far-post volley, before somehow clawing away Lucas' goal-bound header.
The visitors continued to throw caution to the wind, but were almost left heartbroken as Coutinho again hit the woodwork with a carbon copy of his first-half effort.
However, the football gods would eventually smile on the English side, with Lucas turning in Kane's low cross with five minutes to go to seal Spus' place in the last 16.
Mauricio Pochettino's side could have won it late on as Kane freed up Danny Rose with a wonderful reverse pass, but the full-back failed to keep his composure and managed only to blaze over first time.
The result sees both Barcelona and Tottenham advance to the knockout stages, with the Spanish side going through as group winners.
