FIFA has stressed that, with the aim of "prioritising the health of players", a player suffering from a concussion may be replaced regardless of previous substitutions. In addition, each team will be able to make five normal substitutions per match.
However, in order to avoid interruptions as much as possible, each team will have three opportunities to make the five substitutions, which can also be made during the break.
After an extensive consultation process, the International Board (IFAB) approved the concussion replacement protocols at its annual working meeting in December.
