Grealish is highly rated in England and was a large part of Villa's promotion push last season, which fell at the last hurdle to Fulham in the final.
His performances have attracted a host of interest, including from Chelsea and Fulham, but it seems Spurs may be the frontrunners to land his signature.
Due to financial problems, Villa have to sell the 22-year-old but that doesn't mean they will see him for a cut price.
Spurs' alleged £15million bid is under half what the Championship side believe the midfielder is worth, so both parties are a long way off of an agreement.
In addition, the aforementioned media source suggests a bid from Chelsea could carry more weight if it includes an option to loan Grealish back to Villa for next season.
It is a precarious situation with the youngster having just two years left on his current deal, so it depends if Villa feel they can get the most for their money now or next year.
