He scored the winning goal to seal Germany's triumph in Rio de Janeiro four years earlier, but Gotze will have to watch this summer's tournament at home after he missed out on making Low's 27-man list.
His absence was the result of an underwhelming season with Borussia Dortmund but that didn't stop the midfielder feeling disappointed.
Accompanied by a picture of himself in Germany colours, Gotze wrote: "Of course I'm sad that I'm not attending the World Cup. I will do everything I can to get back to the squad of our national team.
"I wish the boys, the coaches and the team behind the team a good time in Russia and I will keep my fingers crossed for everyone to be world champions".
Gotze's absence was the most high-profile with Low opting to give veteran striker Mario Gomez another opportunity in a major tournament.
