Chelsea do however have a transfer ban, and should it fail to be overturned by the Courrt of Abitration for Sport (CAS), then Chelsea will be unable to sign any players until the summer of 2020.
However, Chelsea are hopeful the CAS can come to their aid, and allow the club to sign players again, and, should they be able to, Coutinho has emerged as a transfer target for the club.
Chelsea look set to lose Eden Hazard to Real Madrid, and will therefore be short of attacking options, Coutinho has emerged as a player the London club would like to replace Hazard.
Cadena Ser has reported that the only club to show interest in Coutinho has been Chelsea, which may be bad news for Coutinho as it is entirely possible there will be no ingoing players to Stamford Bridge.
Coutinho may therefore be forced to continue his unhappy spell in Barcelona, unless Chelsea can purchase players in the summer.
