Speaking to EFE ahead of the awards ceremony in London, Gomes revealed he favours Cristiano Ronaldo to win the award, ahead of the likes of Messi or Neymar.
"Not only because he is Portuguese, but because he has won the Champions League and La Liga this year, as well as having scored a record number of goals. I think he deserves to win it," said the former Portugal international, who scored 29 goals in 79 appearances for his country.
"It is difficult to choose between Messi and Cristiano, they are two players who mark a generation. I am happy to have played with Cristiano and against Messi, they are two true stars, just like Neymar will be. At the moment, he is slightly behind the pair, but in the future he will win the prize," Gomes said.
The 41-year-old ex-Benfica man placed Ronaldo and Messi at the top, while not forgetting other all-time stars, such as Pele, Eusebio, Maradona or Brazilian Ronaldo.
"I think they are both [Ronaldo and Messi] there, but we should not forget Maradona, Eusebio, Pele, Ronaldo Nazario, Zidane... I like them all, and that's why it's difficult to choose. Each with their similarities and differences, they all have something that sets them apart. The really nice thing would be to put them together and make a team," he added.
In addition, Gomes showed himself grateful to be in London, this year's venue for FIFA's 'The Best' ceremony. "I'm very happy. We were with FIFA President Gianni Infantino and many other players this morning and we discussed important issues in football," he said. "I think it's vital for this sport that players can express their opinions."
