Why are Poland and Sweden forced to play against Russia?

According to Ramon Fuentes in 'Mundo Deportivo', neither UEFA nor FIFA's rules allow teams to refuse to play a team because of a war. In other words, Russia cannot be thrown out of the World Cup. 

Despite the fact Poland are refusing to play the game after Russia's invasion of Ukraine, the reality is very different. Poland and Robert Lewandowski may not be able to get their wish. 

No article in the current laws allows a team to be excluded because of a war. In addition, FIFA's rules would punish Poland for a no show. That would leave them out of the World Cup. 

But this is not all. The cited source ads that if Poland do not turn up for the World Cup qualifier on 24th March, they would have to compensate FIFA and the Russian FA!

A very difficult situation which could put the World Cup play-offs at risk. Sweden and Czech Republic are also refusing to play against Russia so it could become a big problem.
