City are currently 11 points clear at the top of the Premier League having dropped just two points so far this campaign.
The win over Swansea in midweek saw City rack up their 15th straight Premier League win, a record total, with Pep Guardiola's side yet to taste defeat in the league.
Speaking ahead of the game against Newcastle on Saturday, Wenger was asked to compare the current City side to his famous 'invincibles' squad of 2003-04 and the Frenchman took the opportunity to take a swipe at City's oil-rich owners.
'We had no petrol and ideas,' he replied. 'They have petrol and ideas, so that makes it more efficient.'
City's owners are based in Abu Dhabi and earn the bulk of their money through the oil business. Their takeover of the club back in 2008 transformed City into a global powerhouse and has seen them establish themselves as one of the Premier League's elite.
Since then, Arsenal have struggled to replicate their past glories and it appears that Wegner is somewhat jealous.
