The 20-year-old Netherlands international joins the 'Cottagers' after agreeing a Deadline Day move.
The young right-back has made 21 appearances for the 'Red Devils', and also featured 24 times for Crystal Palace while on loan at Selhurst Park last season.
Fosu-Mensah told the club website: “Fulham has a lot of good players, and it’s good for my development to be here. I spoke to the Manager and he gave me a good feeling.
“I’m happy to be here and I want to keep progressing.”
Fulham have finalised loan moves for Atletico Madrid striker Luciano Vietto and Sevilla goalkeeper Sergio Rico today. The Premier League side have reportedly also agreed a fee of £30m to bring Cameroon international Andre-Frank Zambo Anguissa to Craven Cottage, though this is yet to be confirmed by the Premier League.
