Speaking on Thursday, Republic of Ireland manager Martin O'Neill said Rice had not been included in their latest UEFA Nations League squad to give him more time to consider his international future.
However, there are reportedly plans to lodge the necessary paperwork with FIFA to switch Rice's national allegiance from Ireland to England.
Rice has met with England manager Gareth Southgate, who is reportedly a big fan of the West Ham midfielder.
The 19-year-old is eligible for England as he never played in a competitive match for the Republic of Ireland.
"I've spoken to Declan and his family, they want a little more time to make their minds up and I'm comfortable with that. He hasn't chosen anyone yet," O'Neill said.
