Chelsea are not prepared to pay the £75m that Everton are demanding, but are willing to compromise at £65m, plus French striker Loic Remy.
It was reported that Chelsea were hoping to sign the Belgian striker for £60m, but those hopes were soon quashed as Everton slapped a £75m price tag on Lukaku.
Meanwhile, Remy has proven to be reasonably prolific in the Premier League, scoring 28 goals in 74 games, but last season the Frenchman struggled for game time.
This offer therefore may tempt the Toffees, as they would receive a ready-made replacement for Lukaku and still make a profit of £37m on the man they paid £28m for just two years ago.
