Bernardo Silva, an impossible signing for Barça

Despite the fact that Bernardo Silva had been one of Barcelona's targets in the transfer market, the Catalan giants see it as impossible to carry out the operation before 1st September, the last day of the summer transfer window.
According to the same source to which 'EFE' has had access, the impossibility of dealing with the operation is due to City's refusal to sell the player - the English team's coach Pep Guardiola has already confirmed that the player would stay in Manchester - and the economic situation of the 'Cule' team.
In the latter respect, Barcelona invoked article 92 of LaLiga's financial control body on Saturday in order to register Frenchman Jules Kounde.
According to the same source, part of the board of directors presented La Liga with the necessary guarantees to register the former Sevilla player and these guarantees, according to the same source, force Barcelona to make savings before the end of the transfer window.
Following Kounde's registration, the Catalan club's commitment to the Spanish football governing body is to generate these savings through the departure of players and, as such, La Liga has accepted the board's guarantee.
Barcelona intend to make these savings through the departures of strikers Pierre-Emerick Aubameyang and Memphis Depay, as well as solving the Sergino Dest and Martin Braithwaite deals, two players who do not count for Barcelona coach Xavi Hernandez.
Given this situation, Barça consider the Bernardo Silva deal to be impossible and, at best, they could sign another player, probably a winger, before the end of the transfer window on 1st September.
