Beckham took a minute to greet some of the fans supporting the bid before entering the event.
The England legend then spoke to the City of Miami Beach Chamber of Commerce, and said:
"I'm passionate about the game. I'm passionate about being successful. I've played professional soccer for the last 22 years."
"I could have gone to another city, but this was always my city. It's always where I wanted to have our team."
The plans proposed by Beckham and Mas would see the redevelopment of a city council owned golf-course near Miami airport.
According to the Miami Herald, the plans involve the construction of a 25,000-seater stadium, as well as restaurants, a public park area, offices and hotels.
