According to Sky reports, Queens Park Rangers are trying to sign the winger, who has represented his country at under- 19 and under- 21 level.
Last season Smyth helped Linfield to win the league by scoring eight goals, and the winger was included in Northern Ireland's squad during the Euro 2016.
So far, Queens Park Rangers boss Ian Holloway has managed to bring in Alex Baptiste, Josh Scowen and Kanzenga LuaLua.
