Club president Aurelio De Laurentiis is reportedly leading the charge, with sporting director Giovanni Manna already making moves behind the scenes to assess the feasibility of a potential deal.
Speaking to DAZN ahead of Napoli's match against Genoa, Manna refused to be drawn on the rumours linking the club with the 33-year-old midfielder. "Naturally, we're always monitoring the market and keeping an eye on every opportunity," he said.
"But now is not the right time to discuss such matters. It would be disrespectful to the players and coaching staff who are working hard on the pitch. We're alert to what might happen, but speculation doesn't help us."
Sources close to the club suggest that Manna recently travelled to England, where he met with De Bruyne's representatives. The City veteran is said to be open to a move to Serie A, viewing Napoli as a competitive destination where he could continue to perform at the highest level.
While no official negotiations have been confirmed, Napoli's interest appears genuine, and their pursuit could gather momentum in the coming weeks.
