The Championship side have nabbed the England youth international ahead of their campaign next season. James won Chelsea's Academy player of the year last season, and was crucial in gaining their FA Youth Cup, 18 Premier League and U18 Premier League Cup titles.
The youngster also formed part of the England U19 squad that triumphed at the Toulon Tournament and the European Championship in 2017.
Wigan manager Paul Cook told 'Sky Sports': ''Reece is a really exciting young player and we are delighted to get him here to Wigan Athletic for his first loan away from Chelsea.''
He added: ''In my time with the club, right back is an area we have been short at times and competition is really healthy for the squad. To get Reece in to compete in that area is good for us.''
