Hasselbaink had an impressive start to his managerial career in England, leading Burton to the League Two title last season in his own first year and leaving them challenging for back-to-back promotions.
The Dutchman, 43, takes over a Rangers side lying 11th in the Championship, England's second tier, following last season's relegation.
"It was not an easy decision to leave Burton, but when you get the opportunity to come somewhere like QPR, with the club where it is and the squad we have at our disposal, it was something I couldn't turn down," Hasselbaink said.
The former Dutch International from Suriname coached second division Belgian side Royal Antwerp before his switch to England.
West London outfit QPR is owned by the magnates Tony Fernandes and Lakshmi Mittal.
Also in the Championship, Reading have sacked Scotland's Steve Clarke, the former Chelsea player and assistant coach, who had been in charge for just a year.
