The Brazilian has found first team football hard to come by this season, making just three Premier League starts for Jurgen Klopp's side.
Inter Milan are in talks to sign Lucas, and are hoping to seal a loan deal with a view to a free transfer at the end of the season when his contract with the Reds expires.
However, Liverpool will demand that the Italian side pay Lucas' wages in the full amount, which could prove a problem for Inter as they are struggling to keep within the regulations of Financial Fair Play.
Lucas has been at Liverpool for 10 seasons and has made 326 appearances for the Reds.
