The 23-year-old has signed a three year-contract with an additional one-year option.
The centre-back becomes the Tiger's fourth summer signing, following the capture of Eric Lichaj, David Milinkovic and Reece Burke.
De Wijs spoke to the club website, and said: "This is a big step for me and I'm happy to be a Hull City player."
"Playing in England has always been one of my ambitions and this is the right time for me to make this step. I am really excited to be here and I want to give everything for this team."
The player started his career at the PSV academy, making his senior debut in the 2015 Champions League clash with Wolfsburg.
De Wijs spent last season on loan with Excelsior Rotterdam where he made 34 appearances.
