The CIES data covers Europe's big five leagues, the top divisions in England, France, Germany, Italy and Spain.
City spent a total of £215m on transfers this summer to take the total expenditure on their squad to €853m (£775m).
That is £3m more than the amount spent by French giants Paris Saint-Germain who splashed a world record £200m on Brazilian star Neymar in the summer.
Manchester United were top of the table last year but the value of their squad has only increased by £66m this summer, meaning they have spent €784m (£712m) in total, falling to third place.
Premier League teams occupy six of the top 10 positions, and boast the highest average squad worth of €287m (£261m).
