The 22-year-old joins the 'Cottagers' on a four-year deal with the option for a further year, with 'Sky Sports News' placing the fee at around the £5.35m mark.
Kamar scored 11 goals in 29 appearances for Amiens in the French second division last season.
The striker becomes Fulham's sixth signing of the summer and he was delighted to sign on the dotted line, he told Fulham's official website: "I am delighted to have completed my transfer to Fulham today. Fulham is a club with a fantastic history and tradition, and I'm looking forward to bringing my qualities to help the team and achieve success."
