The Belgian defender has helped his side Brugge to start the season brightly with four league wins.
He has been linked with Arsenal and Everton, however Stoke are close to agreeing a deal for Engels, as the Potters have held talks over his transfer.
The deal between Brugge and Stoke City could be completed with a fee of £8.5m for the 22-year-old.
Stoke have already signed former Real Madrid and PSG striker Jese Rodriguez, as well as Zouma and Darren Fletcher.
