According to journalist, Gerard Romero on his Twitch channel, 'Jijantes', Barca have now reached an agreement in principle with Sevilla for the centre back.

The source assures that the deal is 99% done. Only something totally unexpected could now prevent his arrival to the Camp Nou. The official announcement of his signing is imminent.
Gerard Romero has not explained how the deal has been closed. This Friday, 'Marca' reported that Barca were still interested but that they were yet to make an offer for Kounde. This is something that has evidently changed this Saturday. 60 million euros was the figure that Chelsea were going to pay for the Sevilla centre back. Therefore, this could be the figure that Barcelona have also offered to bring his services to the Catalan capital.
'Marca', also reported on Friday that only an offer of 65 million euros would prevent Kounde from going to Stamford Bridge.
