The Spain international has been heavily linked with a move to Serie A in recent months, with AC Milan also reported to be monitoring his situation at Stamford Bridge.
A lack of game time under Antonio Conte has sparked the transfer talk, with Fabregas having seen just 193 minutes of Premier League football this season.
Roma are prepared to offer him regular outings and are reported to have already made contact regarding a short-term deal through to the end of the 2016-17 campaign that includes an option to buy.
