The ban stated by the European governing body will only be carried out if Roma suffer another incident during a probationary period of two years.
The changes come after Liverpool fan Sean Cox was seriously injured by a group of Roma supporters ahead of the two club's semi-final first leg. Two Italian men were later charged.
UEFA are also investigating Liverpool for similar incidents during the same fixtures, which could spell another fine after the club were charged for poor behaviour during their quarter-final tie against Manchester City.
Their case will be discussed at UEFA's Control, Ethics and Disciplinary board's next meeting.
