UEFA considering allowing fans for Champions League final

The German paper 'Bild' says that there is a possibility the Champions League final will have some spectators in the stands, although there is still no certainty where the game will be played.
The coronavirus situation is improving in Europe. Society is slowing returning towards a new normal and that includes football. Spain are thinking of allowing fans back in from 29th June with a reduced capacity.
If Spain, a country badly hit by the coronavirus can do it, why not the rest of the countries? If the situation improves across Europe in the next few weeks, UEFA may allow fans to attend the Champions League final.
Of course it would be with a reduced capacity to allow social distancing to take place.
The problem is that it is not known right now how or when the Champions League is going to be concluded. The rest of the matches are expected to be completed in August, but all the ties could be over one leg to allow the competition to finish quickly.
There is talk of a final eight with the quarter-finals, semi-finals and final being played in Portugal. Istanbul, the original venue, looks to have been ruled out as does Madrid.
