This is the new Copa del Rey format

According to 'Marca', the new Copa del Rey will features 112 teams in all. All 20 teams from La Liga, all 22 from Segunda, the top seven teams from each of the four Segunda B groups (excluding B teams), the 18 winners of the Tercera groups plus the 14 best seconds. Finally, there will be 10 teams from Preferente (regional amateur football) which will have to play qualifiers to reach the competition.
The cited meida outlet says that the tournament will start in January 2020, coinciding with the new Spanish Super Cup which is also being given a makeover. The Federation proposes that that the cup is played by the top two in the league and the Copa del Rey finalists. As Barcelona would appear in both lists, Real Madrid would take the fourth place as the losing semifinalist with the best cup record. These four teams would join from the last 32 so they would be exempt from the first two rounds.
One of the big changes to the new format is that La Liga teams would never play on artifical turf. Despite the fact all games will be played at the home of the team from the lower division, the game must be played on grass. All matches would be over one leg except the semi-finals.
Luis Rubiales, the RFEF president is trying to relaunch a competition which has lost interest over time. He is confident that this new format will revive interest amongst fans and make it more competitive.
Likewise, Rubiales highlighted the advantages of his proposal: "Both initiatives means an important reduction in the number of games in the coming seasons and all this must be approved in the Extraordinary General Assembly in the Federation HQ on 29th April."
