Sterling, who started the match which England won 0-6. published a message on social media in which he said: "Good move, Mr Borissov", in reference to the Bulgarian Prime Minister, Boiko Borissov, calling on Mihaylov to resign.
The problems in the match between Bulgaria and England started in the first half when England players complained about racist abuse from the stands. The referee stopped the game on two occasions.
At half-time, Gareth Southgate's men decided to continue the game despite the fact they considered leaving the field. The FA asked UEFA to open an investigation into the matter.
Bulgaria have already been punished by UEFA for similar incidents in previous games which caused some of the stands of the Vasil Levski Sofia stadium to be closed.
