Fowler spent almost two decades as a player in the Scottish Premiership playing for Kilmarnock and Queen of the South.
Having retired from the game in 2015, he is now assistant coach to Jack Ross at League One outfit Sunderland, and believes that his knowledge of the Scottish game is very applicable to his new league.
"From what we've seen so far, I'd say League One is similar to the top league in Scotland," he told the 'BBC'.
Despite his comment, the coach does admit that some of the Scottish sides are of a higher standard than League One.
"Celtic and Rangers will believe they could play in the Premier League given the money they get down here," Fowler added.
"It's probably relative to the money you bring in and the size of the clubs but Sunderland's a massive club in this division and it's our aim to get up the leagues as quickly as possible."
