The former England star will carry out his duties at St George's Park to select the teams for the group stages of the finals, which are to be held in the UK.
Rooney himself competed in the tournament in 2002, earning national recognition and voted the Golden Player, when England finished in third position.
He said of his role: ''I am extremely proud to become a UEFA tournament ambassador for U17 Euro. I was honoured to be asked to conduct the finals draw and support the tournament.''
''I never had the opportunity to compete in a home tournament for my country, so this could be a once-in-a-lifetime experience for these lads,'' He added: ''Hopefully they can continue the recent success of England's development teams.''
