The 19-year-old could become the first signing of Glasgow's new football director Mark Allen, who joined the Scottish side after having a role in City's youth academy.
Now it seems that Nemane will move to the Scottish Premiership to continue his development, after coming through City's youth system.
The youngster, who made his U18 debut for Manchester City at the age of 14, will become Rangers' 11th signing, joining Bruno Alves, Graham Dorrans and Alfredo Morelos.
