The 24-year-old has signed a five-year contract with Albion until June 2023 joining from AZ Alkmaar.
Manager Chris Hughton told Brighton's club website that, “We are delighted to welcome Alireza to the club, and we are particularly pleased to get this deal over the line.
Hughton later added, "Ali is a player that we have been aware of and monitored for a few years, and his versatility will increase our attacking options within the squad.
“He can play in a wide position or central midfield attacking role, and I am now very much looking forward to working with him.”
The club previously broke their record transfer fee with the acquisition of Jürgen Locadia from PSV for £14 million, however it is believed that Jahanbakhsh will cost the club around £17 million.
Alireza Jahanbakhsh is the first Iranian to top the scorers' charts in a major European league after netting 21 times for Dutch side AZ Alkmaar this season.
Brighton have been tracking the player, who featured in all 3 of Iran's 2018 World Cup games, for more than three years.
West Ham United and Leicester City were also reportedly interested in the Iranian forward, however he is set to become Chris Hughton's eighth summer signing as they prepare for their second season in the Premier League.
