Toulouse opted to part ways with one of their star defenders last week, as they sold Issa Diop to West Ham for £22million, but are hoping to create a Premier League partnership in order to generate more club revenue.
According to 'Sportsmail', the Ligue 1 outfit view a deal between themselves and City Football Group as mutually beneficial, and could be key in securing loan signings for both clubs.
Club president Olivier Sadran said: ''We are working on a capital increase plan to give more resources to the club. With an industrial partner that brings added value...through a partnership with a big European club.''
He added: ''This partnership will allow us to have more skills, be more consistent, and be more efficient in the game.''
