Lampard reportedly held talks with Mount last week, and has persuaded Chelsea to agree to the move.
Mount was in Russia over summer as a guest sponsor of Nike, alongside Ryan Sessegnon and Phil Foden.
England boss Gareth Southgate has shown interest in the youngster, but would want to see him playing regular football.
