Amrabat suffered memory loss and had to spend a night in hospital yet still played for Morocco against Portugal despite having just five days to recover.
FIFA's concussion protocall states players who suffer blows to the head cannot feature against for at least six days, which was ignored by the Moroccan medical team.
Michel d'Hooghe, head of FIFA's medical committee, declared it was time to consider the implementation of tighter rules, inclusing potential sanctions.
He told the 'Daily Mail': "When I saw what happened, I was not just surprised by disappointed and very angry.
"All the team doctors know very well what should happen, but Morocco's behavior was in defiance of our guidelines.
"I have already made arrangements to sit down with my medical collaborators after the World Cup. We thought that with these guidelines we had enough power, but it seems now that this is not the case.
d'Hooghe added: "Perhaps we need to go one step further and impose sanctions if the guidelines aren't followed.
"I am convinced that the majority of team doctors take this very seriously, but now we face a new problem thans to the Moroccan medical delegation".
