The newspaper says that Manchester City could offer up to 40 million pounds for the signing of the English international.
They say that Jose Mourinho would not be too against the midfielder's departure. Winks came through the Spurs academy and played 41 matches last term.
At 23, Winks could make a step up in his career by joining Man City. Spurs would use the money to sign new stars.
